Maybe because serious lottery players like to pick numbers, which AFAIK you can't do on scratch games.

Post your scratch ticket results
So since I've hit the 1K on PA's match six, I haven't won diddly squat playing both number games
and instant tickets.
I'd say I have to have played at least $30 worth worth of number games and probably about
$50 worth (maybe as much as $70 worth) of losing scratch offs. I think out of the $70 in scratch
offs, I had one winning ticket which was a monopoly worth $5. I think I'm going to continue playing
the scratch games semi casually, maybe $10 to $20 a week for a few more

i have been chewing through some Giant Jumbo's .... and oddly, my streak of luck ended about as quickly as it started. And the odd thing, it occured exactly on September 1st. Buy older games or newer games?
Illinois scratch games are/was managed by a private company than has been accused of ending games when there are still lots of prizes to win. You might want to read up on the situation to see if you have a fair chance to win.

The main thing you're missing is the middle man: the distributor/vendor. They run everything. The state lottery guys don't have the expertise in house, it is contracted out to the distributor. Also, 1-in-7,000,000 odds are pretty extreme on scratch games, which are likely in the 1-in-1,000,000 ballpark, more or less.

NY Lottery Promotoins.
Do you remember when Conveincesnd Grocery stores had quarterly NY State instant scratctch-off promotions.
You mailed in your special free Promotion subscription. A few months later.players would received in the mail
two or three free Lottery and Instant Scratch Games.
I was wondering if NY State will bring it back. It would be go way to introduce new Instant Scratch Off
games.

You're actually a little bit off, on the average a states advantage in Scratch games is around 33% - 40% for lower priced games and it is about 24%-28% for the higher priced ($10 and up) so Dustin should have lost about 750.00 on his investment .

dude. remember when you didn't have the cash option? seriously. mass pays out somewhere in the 70% range to the players, and they are going to offer a game with an all cash jackpot, plus they have mass cash. also, NY offers the cash option on their online games. in fact, it's the dewfault on lotto and mega milions. also, the option to play those annuity scratch games is completely up to you.
