Good question. I'm not a puzzle historian but I think originally these puzzles were meant to be limited to basic operations and symbols most people know. You can use .4... with an overline to represent the repeating decimal 0.4444..... = 4/9, but that's hard to put in type on a forum. I've seen webpages where people have solved it up to the tens of thousands using obscure functions represented with Greek letters and cheating by using squ and cube to represent ^2 and ^3. There's always the chance the winner heard the stories about all the bad things that have happened to big winners and decided it isn't worth it. So he trashed the ticket. Also there's always the chance the winner could be someone who is living off the grid for whatever reason and doesn't want or need any publicity or attention. Witness protection, whistle blower, covert operations, under cover informant etc., and has reason to fear for his life.

You can think whatever you like (that is part of the fun). It does not change the fact that no system will EVER predict random numbers. It is not possible! If mankind ever invents a working crystal ball: the lottery, the stock market, the real estate market (and plenty other markets) will completely cease operations.
