You said Raven62 had generated what you wanted, but his wheel does not have your duplicates.
I realize you are likely constructing a strategy for a particular game you'd rather we all not start winning and close down. On the other hand the ony way you are likely to get help finding what you want is to point to a game and explain what you are trying to do to win it.
Advanced Lotto Tool can make a 10 ball lottery with 3-9 balls drawn, but no duplicates and you have to use 10 as zero
