If you are going to compare California then keep in mind it borders Nevada. They do not have a lotto there and many of the residents and tourist will make a trip to the state line to buy tickets. So basically the count of tickets sold in Ca is actually for two states...not one. This is also the reason the store on the state line sells more scratch offs than anywhere else and frequently win smaller jackpots .

I'll never know if they took my suggestion to @ least add Double play to their Powerball, but like Todd said it is not in their laws to allow that. At the time there was no Primm on the CA/NV border selling lottery tickets, lotto sales in Nipron were said to top lotto sales in all of California.
