Consider the fact that Pennsylvania has a raffle going right now (Drawing is January 2nd) for a top prize of $1,000,000 too. Four top prize winners with a maximum of 500,000 tickets to be sold. (Odds are 125,000 to 1).
Four second prizes of $100,000 are awarded. There are hundreds of $100 winners drawn.

Discovery - New PA Raffle Game Change
Well ... I for one would hate to see the raffle end ... if they sell at least 300,000 tickets, then all the prizes are covered and they make a small profit of over $800,000. There is no other game with odds of 125,000 to one for winning $1 million dollars.
Spending $20 on a raffle ticket seems like a better deal than spending $20 on a scratch off ticket.

PA Raffle Tickets on Sale - Drawing July 11, 2015
Although I've only played in the last two PA Millionaire Raffles, I have to agree with everything written above.
I realize that the raffle was held over a week ago, but I just downloaded a PDF file from the PA Lottery's website that lists the winning numbers in each prize category. I'm surprised by something I noticed, and that's that many winning tickets were sold very late in the selling cycle. I say that because I saw a lot of winning numbers listed that were above 300,000. Being restricted to QP only would almost be like buying raffle tickets and I don't buy raffle tickets except when being sold by a charity organization.
