Once again, they've been fortunate enough that when interest rates changed sales magically increased exactly enough for the advertised annuity to remain the same. Assuming that current cash value is realistic the annuity would have been bumped to about 991.5 if the interest rate hadn't changed. If it rolls (about an 82% chance) it goes to $1.1 billion and $525 million cash.

Based on sales and recalling the fact that every drawing resets the probabilities, the most likely outcome of this particular drawing was that there would be NO winner (nearly 70%). However, most likely doesn't mean guaranteed because of....probability. You don't need a QP machine conspiracy because every jackpot game has duplicates (losing + winning) due to the random nature of the lottery.
