I don't believe the lottery is rigged (at least the non RNG games). But, I will say that this is the 2nd time that Powerball has had to delay results. The 1st time this occurred, there was a huge drop off in the rate of sales, and they still haven't recovered that volume from one draw to the next. Once again, they've been fortunate enough that when interest rates changed sales magically increased exactly enough for the advertised annuity to remain the same. Assuming that current cash value is realistic the annuity would have been bumped to about 991.5 if the interest rate hadn't changed. If it rolls (about an 82% chance) it goes to $1.1 billion and $525 million cash.
