1) Who is the other country? 2) I will note that USA is not alone in taxing lottery winnings. I know for sure Italy has a 20% tax and Spain also extracts about 20%. Not sure if they tax on winnings from lotteries not run in their country --where tax is extracted before paying out (like, if an Italian won the Euromillions lottery (Italy is part of Eurojackpot) )

Wouldn't it be great if the USA had an el Gordo jackpot raffle much like Spain does? Maybe Christmastime and independence day. I think it would bring people together.
