It could also be a matter of personal preference. I live in California and visit my family in Virginia every Christmas. I play only when I visit my family in Virginia because California uses RNGs and Virginia uses balls. If California starts using balls for Pick-3 and Pick-4, I will play.

What's the most you have ever won at one time in the Lottery?Reply
$100 on Tue. 12/29/2009. I played the Virginia Lottery 104 with the Boost feature, which gives you five additional numbers for $1. If you match one of the five Boost numbers in exact order, you win $100. One of the boost numbers they gave me was 068. The winner was 068. I moved out of Virginia in 2017, and I'm not sure if they still do Boost. I know they do Fireball now.

There have been over 20,000 total Pick-4 drawings in Vermont since 1985. So far, 0104 has never won in exact order there. 0104 has also never won in Virginia, which started 4-ball in 1991 and has been drawing twice per day since 1995 (including Sundays since 2007). Both of these are ball states.

What do you playReply
I play nothing in California because they use RNGs. I play 3-ball, 4-ball, and Quinto-style 5-ball when I visit my parents and sister in Virginia. I don't play jackpot games because I feel they rip off lower-tier prize winners.
