EuroMillions jackpot at record levels, capped at €190 million
By Todd Northrop
For players of Europe's EuroMillions multi-country lottery game, Friday's drawing is the start of a special capped drawing feature that could inflate the second prize level to extraordinary levels.
The 190 million (US$240.4 million) jackpot is the accumulation of 6 draws without a top prize winner since the October 3 super draw of 100 million.
Once the Euro Millions jackpot reaches the 190 million point, it becomes the first of up to two capped drawings. All of the mone

To help combat out-of-state competition, the West Virginia Lottery is considering introducing online gaming options, including smartphone applications that would allow players to purchase Powerball and Mega Millions tickets on their phone.
Lottery director John Musgrave told members of the state Lottery Commission Tuesday that officials met with state casino executives and their technical staff last month to discuss potential online gaming options in the state. A second meeting to discuss the

Iowa Lottery chief addresses online ticket sales
Nothing seems farther away from the world of the smartphone, computer tablet and the future than the line at the grocery or convenience store to buy a lottery ticket.
However, Terry Rich, president and chief executive officer of the Iowa Lottery, on Monday said the Iowa Lottery is not a stodgy outfit, and he said it is educating itself for a coming time when Iowa Lottery players likely will be able to purchase tickets for lotto games like Powerball and Mega Millions via phone, tablet or compu

Minnesota Gov. vetoes bill to limit online lottery sales
Minnesota Governor Mark Dayton vetoed a bill Friday that would have done away with online instant-play lottery games and barred sales of tickets via gas pumps or ATMs.
His decision ends suspense over a bill that passed with big bipartisan majorities on the final day of the legislative session. The Democratic governor confessed to being torn over the strong message sent by lawmakers and his fear that the legislation was partly motivated by other gambling interests looking to protect their turf

Minnesota Legislature passes lottery bill scrapping online scratch-off games
Gov. unsure if he will sign bill
Both the Minnesota House and Senate on Friday overwhelmingly approved restrictions on online sales of state lottery tickets.
The bill now goes to Gov. Mark Dayton, who has said he hasn't decided whether he'll sign it.
Sen. Carla Nelson, R-Rochester, called implementation of the new electronic games overreach by the administration.
Politically, we pinned their ears back, said Rep. Greg Davids, R-Preston. The lottery needs to have some controls, some

Minnesota lottery officials try to salvage online sales
Minnesota State Lottery officials are scrambling to craft a last-ditch deal that would stop legislators from slamming shut the lottery's foray into online ticket sales.
Lottery officials have been meeting daily with legislators to broker a compromise that would allow them to continue selling tickets online while prohibiting any new initiatives.
I am hoping we can we reach some kind of common ground, state lottery director Ed Van Petten said. I think there is a chance that people will fina

Minn. Gov. says lottery needs time to end online games
Gov. Mark Dayton said Monday it would be pointless for him to veto a bill stripping the Minnesota Lottery's ability to sell tickets online if the Legislature votes convincingly for the restriction.
Dayton told The Associated Press that he hopes lawmakers at least give the lottery adequate time to end its Internet games and minimize breached contracts. The Senate voted overwhelmingly last week for an immediate online lottery prohibition. A House vote could come soon.
The Democratic governor

For some, Illinois Lottery app makes ticket-buying too easy
When Illinois launched its first-in-the-nation lottery app in January, Matthew Ruder quickly signed up so he could jockey for jackpots with just a tap of the finger on his smartphone.
It's really easy to buy lottery tickets on the big draw days, said Ruder, 40, of Pekin in central Illinois. I can just log in to it, add some money to it, buy some tickets, and then I have them right there instead of stopping at the store. It just makes it easier sometimes.
State lottery officials hope the

Bill to limit Minnesota Lottery online sales advances in Senate
A bill to turn off online sales of Minnesota Lottery tickets moved ahead Friday in the state Senate.
The bill, which would also do away with play at the pump lottery sales available at some gas stations, cleared the State and Local Government Committee and was headed to the Finance Committee.
The measure seeks to pull back the expansion of lottery offerings from beyond what was intended, said Sen. Rod Skoe, DFL-Clearbrook, sponsor of the bill.
Skoe chairs the Senate Taxes Committee, and
