The executive director of the Pennsylvania Lottery is leaving for a private-sector position with a subcontractor of the company the state contracts for lottery services. The turnover at the top of the California Lottery continues with Robert O'Neil deciding to step down at the end of the day Monday after 18 months as director. The top fiscal officer for the Arkansas lottery, who was criticized by some lawmakers and lottery commissioners following an important audit, has resigned.
