If the pick 3 workout above is not an intentional tweak,  then its "incorrect". Numbers are so resonant in general  that with this particular system, you can't really make a big mistake. Neverthelss, it should be:

last draw = 495

2nd to last draw = 897

897 - 333 = 564

564 + 495 = 1059

1059 / 2 = 529.5

529.5 / 6.28318 = 84.2726

Your idea of doubles coming up is a good one though.  Also be aware of false doubles,

Thanks!  I've got to get the tier order right.

This may help a little.  Just think of tier 1...Lets call it Ring 1 just to impress upon us the image of circle. Ring 1 runs from 000 to 333, and is like and looks like the degrees of  1 circle - 0 degrees to 360 degrees.

Ring 1 : Numbers 000 to 333 is like 0 degrees to 360 degrees = 1 circle

Ring 2 : Numbers 333 to 666 is like 360 to 720 = 2 circles

Ring 3 : Numbers 666 to 999 is like 720 to 1053 = 3 circles

The examples given have mostly used two draws from midday to evening or vice-versa. Working midday to midday or evening to evening you should give you decent results as well. One can also use more than 2 draws. Upper limit is 9, or if you want to push it I recommend 10 as the absolute max.

thus far had quite a bit of hits from when you posted this system, but not sure which numbers to play, don't like to play a bunch usually unless you have a recommendation for one online, just pm if so, thanks for posting once again
