Probability is not a method of winning. You can only win through luck. Probability is just a number (i.e. your odds of winning), which in the case of scratchers, it's the number of winning tickets in circulation divided by total number of tickets in circulation. I know about the pick3 in Pennsylvania. I would be quite surprised if such a scheme were still ongoing. Nevertheless, as an anonymous player (i.e. not the cheater and not the state), it doesn't affect me. My chances of winning are exactly the same because I pick numbers at random. I could randomly pick the cheated numbers just as easily as I could randomly pick the non-cheated numbers.

No, I'm not a lottery official. I don't claim that playing the lottery is a good investment (it's not). It's only for fun, and you should be aware that the state depends on you for revenue. Most states have lotteries because it's easier to get money from people voluntarily than by force through raising other taxes.

All I'm saying is that in a game:

1) run by salaried government employees who don't receive a share of the profits

It's not nonsense. The probability of getting four digits right, in the correct order, is 1 in 10,000.

The only way for there to be 1000 people winning a pick4 game is for people to buy millions of tickets OR a few thousand people buy tickets all with the same numbers AND the lottery happens to pick those numbers. That's rare. It's not a conspiracy theory. It is fact.

10 million approximately unique combinations (if people buy QP or choose their own numbers independently of each other).

When lots of people all pick the same numbers, like 0000 or 9999, if the lottery happens to draw that, of course there will be lots of winners.

But when lots of people all pick the same numbers, and the lottery does not happen to draw those numbers, there will be more losers than usual.

It all averages out to 1 in 10,000.

Iam Him said 1000 people . He didn't say 1000 tickets. He said 1000 people. There is a huge difference between the two. Of course one person can win on lots and lots of tickets. Just buy lots of tickets all with the same number. If you're lucky, you'll win lots of times (or guarantee yourself a win by buying all the combinations, which makes no sense for this game).

He said 1000 people . While it's true that 1000 tickets could be won by one person buying all the combinations, that person would have to buy 1 million tickets. Who would do such a stupid thing? That's a guaranteed 50% loss, very expensive, and very time consuming.

In order for 1000 people to win a pick 4 straight, there would need to be 1) a million tickets sold with various numbers chosen independently from one another or 2) 1000 people all bought a ticket with the same numbers. That is unrealistic.

These drawings 1) do not generate that level of sales and 2) 1000 people are not going agree with one another to all pick the same numbers. Why would they do that?

I'm all for a good conspiracy theory buddy.. But I know for a fact. My state does there own numbers. They made a video of the random number generated computer. When they switched. And the protection cage. Had a lock on it a 12 year old could probably pick. And they had a line of computers where they typed in the numbers. Large fixed prizes have a maximum aggregate payout. The jackpot works the same way but it's triggered even if there's just two winners. They share the jackpot.

The lottery people don't care if thousands of people all picked the same numbers that won $100,000. Each person is going to get a fraction of that due to the maximum aggregate payout.

These conspiracy theories about the lottery rigging their own games are pathetic and without merit.
