Lots of ways to cheat da system! I've seen store clerk owners scratch $20 tickets, the whole roll, especially if it's a new game, all while I was paying for gas??? I think if you buy 5 lottery numbers you automatically get a voucher, but I've heard the sound of a race car revving up coming out of the terminal. I agree with you, since that certainly could happen if someone doesn't ask for a receipt. I got a receipt when I won $72.50 in January, but I wasn't asked to sign the ticket. I guess it would also prevent a clerk or store owner from claiming a big prize at the lottery office, although when my tickets are scanned at Publix, I can see the total due.
