Arizona lottery terminals used to play a jingle We're in the money when clerks scanned a winning ticket for you. This prevented the type of fraud that occurred in Kentucky. Sadly, the terminals were reprogrammed and no longer play the jingle, thus enabling thievery by dishonest clerks.

That's fine for tickets that can't be cashed at a store, but doesn't mean much if a clerk wants to give you $50 and then take the rest for a ticket that's worth a few hundred bucks. I expect that thenlottery deliberately uses tickets with big prizes so that the dishonest clerks can be charged with a felony, but if they don't also use smaller tickets means that somebody with a smaller ticket isn't part of a sting operation.

IMO, the problem with this testing program is wrongly assuming all stores with lottery terminals educate their clerks on proper ticket cashing procedures This operation is correctly designed to only bust dishonest clerks because the clerks' intention to defraud was evidenced by them taking the tickets to the claim center to redeem for themselves. The clerks know which of their regular players hit the most often. After the customer leaves, they just need to pull up a printout and play the same numbers themselves. Are there dishonest clerks that rip people off? Yep. But that happens to the players who hand their tickets to the clerk and say, Can you check this for me . If they would check the tickets themselves, that would end.

I also think the same thing about the people who drop $20 or $50 for a single raffle ticket only to never claim the $1,000 prize their ticket won....I see such listings in Illinois many months after the raffle. Why waste $20 when you don't even bother to go pickup your $1,000 prize? Heck, even if a person owes back taxes or child support, even in excess of $1,000, at least that is about $750 less that they will end up paying from their wages.
