Almost-millionaire on a 15-year political pilgrimage
Play to win and prepare for it. I always chuckle to myself when I hear people needing to take time to consult with financial experts and attorneys.
Any lottery ticket is a worthless piece of paper before it's validated. Granted there are circumstances where it might be wise to consult a lawyer before going to lottery headquarters, but with no extraordinary problems the average player could consult a lawyer and have their ticket validated on the next day the lottery headquarters was open.

Illinois lottery winners' checks bounced
Just another 1.5 hours of work for each of the winners to spend obtaining, copying, creating mailing envelope, and mailing their own copy of 'returned check' fees proof by their financial institution to the lottery headquarters for reimbursement.
It's a BIG hassle and time waster for both the winner and the lottery headquarters office personnel.

Irish NY lottery winner's estranged husband wants half
Well, it sounds like she (and possibly her three young sons) was almost going to Ireland; so apparently she makes great tips, as her family of four wasn't struggling if any of them are able to travel overseas!
I bet their family is glad that no travel tickets were purchased AND that mom didn't quit her great income in tips job!!!

Hard-luck Ohio couple tearful as they learn of lottery surprise
Plus, what if they lived far from the headquarters and don't come because they can't afford gas.
I certainly hope that upon a no show, that the lottery headquarters would have called them afterwards to make arrangements to get the $150,000 to them. Or tell them, so that if someone is in a hard-luck financial situation, they could explain to a friend in order to quickly get $30 gas.

Kentucky lottery winner wastes no time claiming jackpot
I too would validate the ticket before talking to anyone, though I would be validating at the local lottery offices and not the main headquarters. With that my attorney could contact the main headquarters with proof that we do indeed have the winning ticket and then we would move on to creating the trust and deciding when to collect.
I'd also have to do that just so I would make myself believe I was really holding the winning ticket.
