I'm not sure if it's happened before, but the annuity is always an imaginary amount based on what can be bought with the cash value. Because interest rates got cut between jackpot estimates the size of the annuity that can be bought with a given amount of cash went down. we now have THE biggest lotto jackpot in US history on our hands. Not yet we don't. Right now all we have is a record for the biggest advertising hype about a lottery jackpot. The real record is the MM jackpot that paid out $474 million as a cash jackpot. In order to set a legitimate record for the biggest jackpot we'll need to see an increase to about $775 million as the advertised jackpot.
