Unfortunately AFAIK it's still legal for lotteries to force certain winners to receive annuity payments in lieu of cash. The bill signed in 1998 by President Clinton (the 60-day rule) did not go far enough. It should have required ALL lotteries to give ALL winners the option of taking a lump sum if the prize is advertised as an annuity.

i'd take the annuity no matter what the circumstances are. that way, if i screw up with an investment, i get a second chance the next year. if i do not live to recieve all the payments, then i am doing my estate good by passing the payments on to them. i feel i can't go wrong with the annuity. CASHOnly: i can understand why you are in favor of the cash option, and i respect your opinion, but it seems to me that you are making a big deal over a small issue.

There have been many games in the past well before Lucky for Life, and Luxky Life that had an annuity for the top prize. It just was not publicly disclosed on the ticket like those games. In private the CA Lottery offered a lump sum that was well less than the total annuity amount. I would estimate that the lump sum for the $30 game will be $6 million.

That is no longer true in Mass. You can get paid instantly instead of taking the annuity, if you choose to.

Yeah, I was using the GP annuity value of $6,500,000 instead of the cash value of $3,250,000.
