Advice for NORTH DAKOTA
*1. The minimum age for buying lottery tickets in all three neighboring states (Minnesota, Montana, and South Dakota) is 18; therefore, the minimum for ND should also be 18. *2. Powerball would be a good start, but obviously it won't be enough. The second ND lottery game should be Hot Lotto . (NOTE: If North Dakota is allowed to sell only multi-state tickets, scratch games could not be sold, except for the Powerball TV game show tickets.)

IT lead me to beleive for the longest time that they geographically plug where the winner will hit to help out that towns economy. You are right if you are talking of scratch off tickets jackpot winners. In Mass the winners are so random it does not appear to be real. How close have you come.......
When you say 5 of 5 here, i am assuming that includes Jersey Cash 5, not just Mega Millions. On MM I have gotten recently on one particular drawing: 3+1, 2+1, 1+1 and 0+1. missing by one digit is like saying that SD (South Dakota) and SC (South Carolina) are next to each other because they are one letter off .
