I just noticed that Idaho, Montana, North Dakota, and South Dakota sell the Wild Card game. Did someone drop out? I thought there used to be another state or two. Maybe I'm thinking about a different game?

nice chart. Can you please put up the numbers for Delaware, Florida, New Hampshire, Pennsylvania, South Dakota, Tennessee, Texas and Washington? None of those states tax lottery winnings just like California but unlike California, any 5 + 0 winner in those states is guaranteed a million dollars.

New State Lotteries - Who's Next?
Some mountain states did this with the Wild Card 2. It's played in Idaho, Montana, and North and South Dakota. I actually thought Wyoming had it too, I was surprised that WY doesn't have a lottery. I bet they have a lot of people crossing the border to play in other states. Wonder why they don't want to keep that money for themselves?

So if groups always win the huge ones, what about the lady in Idaho and the guy in Washington that won not too long ago. Then there's the rancher in South Dakota (maybe North Dakota, can't remember which). There's the guy in Missouri that won a big jackpot that was caught on a news camera while the lottery official paid a visit to the store. I remember the Wiccan guy out east that won a nice jackpot also. Just a few examples.
