The lotto vending machines in South Dakota require you to scan your ID. I still have a Virginia ID, and it works. Don't know why it wouldn't accept a valid Out-of-State ID that is valid.

It may depend on the state. But my understanding is the trust only has to be created before its claimed not before the numbers are drawn. I haven't looked at every state but personally I think the best state to win in would be Texas. It allows claims to be both and anonymous and through a trust. It has no state taxes due. And because you have to choose lump sum or annuity when you purchase the ticket, it isn't included as income until actual receipt. There may be other states that also prov

I have been playing this game everyday consistently for the past 5months.. Highest I've won is $25. One week I won, $25 three days in a row. I noticed these states have the highest second prize winners. OH, MA, CT, NC I live in South Dakota, we've only had one top prize winner in 2017. 10 second prize winners, so I'm gunning for second prize. We have 2-3winners a year. I won't give up, until I win. I sometimes mix my own numbers but I usually just do a QP.

I went through every US state lottery's most recent financial report to see how sales of scratchers compare to sales of Powerball and Mega Millions. Some states didn't have granular data available, but where it is available, you can see scratchers out-sell PB/MM by a wide margin.
