The Kentucky Legislation finally noticed most of the states surrounding KY have sports betting and Online poker and are debating whether they should follow suit or continue watching the KY gaming money leave the state. Most of the race tracks already have slot machines so adding other forms of gambling should be easy and create more state revenue.

I seriously doubt the majority of their constituents want a lottery or they would have created one years ago. The majority of KY legislators want sports betting, but it never came out of committee much less a vote. If Alabama really wants a lottery, they need to do a better job of convincing all the voters the profits will be well spent.

Yes you have to be physically in that state. Same for NJ sports betting, have to be physically in New Jersey to wager. I've read some folks on border towns of KY could not play on-line because the system thinks they are not in KY. As for residency requirements I would say Yes to that too as you have to register to play the lottery with all the required information. For sports gambling don't think so, folks cross over from New York to play.

The 1961 wire act was made to stop sports betting, but in 2001 that Justice Department ruled it covered all forms of Internet gambling. I guess the lottery question is will this new Justice Department ruling prevent states from selling MM, PB, or any other multi-state game tickets online.
