I say yes. States are starving for money due to the federal budget cuts/debt limit thing. Sequestration they call it? One place where the lotteries earn majority of revenue is the scratch tickets and I suspect there will be fewer winners there. Also games like pick 3 4 which are popular will have multiple draws. James, I was reading $1M+ scratchoff winner stories and almost all of them said they hardly ever play. I had a feeling that folks like us pour tens of thousands on these every year; then they just walk in and pick up one and hit the top prize. It din't sound fair to me. Just like the high limit slots in casinos which have $100,$500 denom. per pull lottery should create a $100/$200 scratch off ticket. We would then buy a few instead of a bunch of smaller value tix. Very true. And losses incurred playing the lottery are not an itemized tax deduction until you are liable to file lottery winnings for taxation over a specified win amount. And how many years do you have losses and how far back are losses allowed to go? I have seen big winner stories where they have been playing twenty years or better before the big win hits.

99.9% of all people working for years to figure out their lottery systems do not have anything significant to show for it. So I don't think sharing your methods are going to hurt you at all. All new lottery shows on TLC
These shows are the 'good' winner stories. Not the ones about how the lottery ruined their lives. I read awhile back that although the lotteries don't sponsor such shows, they don't hinder them. So, they tend to be a bit propaganda. Nonetheless, they're fun to watch. Gives you an idea of how people handle winning.
