On Sept 15th, 2015 a winning ticket for a second place prize of $1,000 a week for life was sold in East Stroudsburg, PA. Lack of sales. The Pennsylvania judge who won Powerball in March for example was supposed to get 192 Million in Cash but when they did the sales analysis they reduced it to 191.7 Million (I'll take it) The 311 Million annuity a few draws back was reduced to 302 Million by the drawing time but unfortunately there was no way to tell if the cash value had dropped.
