Can math and logic improve chances of winning a jackpot?
That was introduced in PA earlier this year, I wonder if Jammy is championing the effort? http://www.thedailychronic.net/2013/17047/pennsylvania-marijuana-legalization-bill-formally-introduced/

a sorta stupid question for the math type
You won't understand. There is no pattern or formula, forward or back, to give you what the next numbers will be or what the previous numbers were. Period. Wasn't it the Pennsylvania Daily, sometime back in the 80's, where somebody injected a drop of paint into some of the balls? THAT IS BIAS!!!

Nature of Randomness in Mechanical Systems
Pennsylvania, April 24th, 1980. Nick Perry, then the host of the lottery drawings at WTAE in Pittsburgh, and lottery official Edward Plevel recruited WTAE art director Joseph Bock to inject a small amount of latex paint into the lottery balls that were not 4's or 6's. Reducing the 1:1,000 odds down to 1:8. They then played 7,000 tickets of each of the 8 combinations for a payday of $3,500,000 when 6-6-6 was drawn. Mersenne prime number guide
I don't know where you are getting your info from, or maybe I'm just misunderstanding what you are saying. You said that 139 fell only 2 times in 2005? Are Jerry and Marge old news here?
I'd put them in the old news category because they did it in 2003, and also because their method relied on the game having a roll-down prize structure. I can't find any game in recent memory in any state that has this kind of prize structure that allows you to do what the Selbees did. I think state lotteries are aware of the Selbee method and want to avoid that happening again. If you want to know about Pennsylvania games, go to https://www.palottery.state.pa.us There you can read about

What do you know about "normal statistical distribution"?
LA, Question: In your book you use 8 draws per round for the CA539 Fantasy 5 game. If a game matrix is 5/30 such as the Pennsylvania Treasure Hunt do we still use the 8 draws per round? Of course the 2/3 rule calculations would be different for a 5/30 game. Thanks
