Checking discarded tickets for winners - Claim Form Required
omiller315, the discarded $1000 winner was a Pennsylvania Fantastic 10s ticket. A Ten symbol means you automatically win the prize below. By only scratching the words under the numbers the buyer managed to not see the numeral 10 within a spiked oval. Its unmistakable but could be missed by someone taking a minimalist approaching to scratching tickets. If the purchaser had only scratched the ticket one millimeter higher they would have realized they had a winner.

Do you search out and check discarded lottery tickets?
Thanks CDanaT. Its fun but obsessive. After double checking a 100 or so discards and finding no overlooked winners I just have to find more tickets to check. When I do finally find a winner the Lottery App in Pennsylvania provides a satisfying winning screen complete with falling confetti.

I'd have a bloody heart attack if I won 10X $200 in all 25 spaces. Does Pennsylvania have a trend of this kind of prize formatting? I mean, in CA they would probably just go with a single number match, right? They definitely don't have $3 Million symbols!

How bad has the Pennsylvania Lottery gotten? I played the instant tickets semi-regularly when visiting PA up until about 2012 and it wasn't hard to find $50, $100 winners even in the lower-denomination tickets.

CA Lottery - California Love - CA Lottery Scratchers
I just saw that ticket from the Georgia thread. I think GTECH produced this game for California, Pennsylvania, and Georgoa. The state lottery pays about 1% of the revenue to GTECH produce the games. There is virtually not much left to pay to the players thereafter.

CA Lottery - California Love - CA Lottery Scratchers
Won $220 on a Daily 4 play in 2010 and had to go to three separate stores before I could cash it. Same with a $200 crossword last year. Pennsylvania has retailers that pay up to $1,000 instantly, the fact that many in California can't take $50 or $100 or $200 is unacceptable.

If you have a Android phone(not sure if iphone has it) try the Pikatikit app. It ranks that Black Tie ticket in 49th place under Pennsylvania. The Yellow $2 1k a week for life is ranked #1.
