Why doesn't the lottery allow you to keep big winners ?
Many stores seem to like hanging up past big winners.( $600) So I assume there is some kind of procedure or policy of the lotto commission mailing back the big scratcher winners to the selling store for display and marketing purposes? You could ask a store how they get back all those winners for display. But doesn't seem like the lotto commission retaining the big winners is a big issue. It doesn't matter HOW many tickets he has..I'm a manager at a gas station (not the owner) and the owners usually only had 5-8 books of tickets at a time. Yes, but I bet you have several hundred tickets altogether, not less than a dozen. I would think nothing of a store that had 8 books of tickets, especially if it was in a slow area. Hi, CarHauler - I have good and bad news. Good news is that I made up for the last couple days by winning $100 on Winner Green - 2 matches of $50. Number was #25. First $100 I have won on the game. I got three of the new 2nd edition Bingos - #4-6 - and #4 won $5. The rest I think lost. I say think because that brings me to the bad news.. scratchers for tips
Well, I wasn't trying to step on any toes. What made me think of this was the number of times (years ago when I bought scratchers) that I had used them to buy gas. To me a winning scratcher spent the same, just in fewer places. You are right. With more fraud and joke tickets these days, people receiving one might be more skeptical.... I would guess that the person who is in charge of the lottery scratch off distribution knows which books have big winners in them. If they didn't it would be possible that a series of winning ticket books could end up in one or two zip codes instead of spread out across the state. Unclaimed jackpots from games that ended?
IMO, I think thats borderline fraud. The State Lottery Commission knows if a Jackpot ticket has been sent out for sale. When they pull old games with Jackpots remaining, im willing to bet they know if a Jackpot was pulled. Its not like the tickets get picked up, and then destroyed without the lottery commission knowing exactly what they have brought back in. Think about it this way.... What would stop them from putting out a new $10 game with a 2mil Jackpot, not releasing the winning ti

Yes you are stating the obvious here. I reacted to your use of the word padding. To me that suggests that you are implying that the FL Lottery is placing winning tickets in certain areas. So I'm pointing out that this would be against basic security fraud prevention protocols that all lotteries enforce, and actually not even possible (given these policies are stringently followed and collusion is kept in check; obviously there could be corruption but I don't think we can assume there is any goin

Dec 11, 2015 To the NYS Legislative and Investigatory agencies, I a filing an official complaint against the NYS Lottery division and its distribution center GTECH. Can lottery organizations control the location of jackpot winning tickets?
Can they? Anything is possible. Somebody somewhere along the line knows where they are. But are they? I don't believe so. The more people that know where they are, the more potential for abuse and fraud. There have been cases in the past of internal/security people engaging in this activity. How does scratch off lottery work?
I sent them the question. I'll post their answer here after I receive it. My guess is they dont know where the top prize winners are, but it is certainly possible to design a system so that the state lottery could know the exact location of all of the top prize winning tickets. I'm not sure the state lottery would want to know that information. If they dont know where the top prize tickets are, it's impossible for someone working for the lottery to commit fraud by revealing to somebody else wher
