Connecticut lottery machines offline for hours
Actually you got two different answers, one of which gets two votes. When the time comes you'll check with somebody who does this for a living, right? Only a moron would rely on free advice from the internet for anything that matters.
I happen to live very nearly the same distance from Connecticut as I do from Pennsylvania, so if I was going to drive to buy PB tickets I'd go to Pennsylvania since they don't tax PA lottery winnings. I might have to file return in PA anyway if I won, but by not

Where do you keep your tickeks?
I don't keep tickets unless they're winners. I throw away all losing tickets either the same night as the drawing or the next day.
I know people save tickets in case they win big, and deduct the losses from the taxes owed. I just can't imagine myself winning 20 million after taxes, one lump, and worring about a lousy 2 to 3 thousand in one year's accumulation of losing tickets. It just wouldn't be worth the energy and time.

Discarded Lottery Tickets - 1st Full Year of Checking Completed
I check at multiple convenience stores when running my daily errands. Store employees do not save them for me. Instead I make arrangements to take their discards from the discard bin, if any are present, with some explanation like I play the second chance lottery or I need them for my taxes . Both statements are accurate but I try to downplay the prospect of finding discarded winning tickets.

as for the taxes you think you will save...I think the taxes are still paid in the state in which you own or rent not where you buy the tickets. I could be wrong but don't think so.

Most states know crooks are cashing lottery tickets to laundry drug money or help some players avoid taxes and child support but unless they can save more money than it cost to correct the problem it doesn't make economic sense to do anything about it.

Taxes. If you hit $600+(here in PA at least), you have to pay taxes. However if you win $1K and show $1k worth of losses, you don't have to pay taxes on it. That is why people will save them for a calendar year and the reason I found tickets from 1978-1980 in my grandmom's attic. She put them up there and never threw them away.

Making money with .25 tickets means you must have LOTS of winners that you could show without giving away your system. Do you save all the losers and winners for taxes?

Undress, save all your play tickets...........EP is right.............you can deduct them for your taxes...make sure you set some money aside estimating your taxes..........come tax time you don't want to be surprised...................that is exactly why I don't play 4 digit........I won big once and I thought it was a hassle.........I rather win on 10 Pick3 straight tix....lol...wouldn't everyone...
