No, they didn't have to. Up until the PB investigation all the messages had the same numbers and that's is the reason there were so many people playing the same numbers. Afterward the company invested in a machine the printed different numbers randomly in those messages.

Do you know any lottery winners?
Alot of people in my county have hit over the years...all sorts of big prizes. The biggest hit was 35 million for a pool of abount 30 employees at a supermarket one town north of me. One couple hit the Pick 6 TWICE IN 6 MONTHS for 13 million bucks 12 years ago...They managed a convenience store. There was an investigation, but there was no foul play; they got paid and moved to Florida it is rumored.

I don't know about other states, but in Texas, nobody gets paid until lottery officials have conducted an investigation to satisfy themselves that the purchase details conformed to state law. Yes, persons who win a million or more may remain anonymous as far as the public is concerned, but the lottery isn't going to withhold federal taxes and release any prize money until they are certain that they are paying the right person.

For the MegaMillions game there are 175,711,536 possible combinations. How do you figure when most times less than a third that many tickets are sold for a drawing that if the game was truly random there should be 10-20 winners once in a while? When PowerBall had a bunch of 5+0 winners a few years ago, they knew it wasn't normal and an investigation revealed many of the winners got their numbers from fortune cookies with the same message.
