Doesn't sound like you have a lot of experience with scratch games. Most scratch games have odds of 1-in-3 to 1-in-4 and even the $1 games (which I never play) have odds of 1-in-5. But these basic stats are not the whole story. Scratch games are different from all other lotto/draw games. They do not follow the same rules of probability and randomness that you would expect. Would you give seasonal and gift Scratch games?
So, most states have these seasonal / gift scratch tickets. I just saw a commercial for CA Scratchers gift promo during the Iron Bowl game. Would you give someone scratch games as a gift? (either for Christmas, or other occasion) Or do you use the $1 gift tag ones with the To: and From: on them? I personally don't like the idea of giving a gift that has a 75% chance of being worth $0.
