If the group buys the 1000 tickets for one drawing, then you could be right on the odds. But if the 1000 tickets are bought over a certain duration of time, then that's a flawed way of calculating the odds. My thoughts.

More tickets are sold in the bigger states, but the odds of winning are the same on every ticket no matter where it's purchased. Buying more tickets only increases your chances, but the odds remain the same.
