The change has no monetary benefit to the Iowa Lottery, It frees up prize money for other games, and we all know advertising more money an boost sales. It might not be huge, but it sure sounds like a monetary benefit to me. it certainly gives no monetary benefit to the players. But, but, but ... it might make players less likely to lose their tickets. If they were all chosen randomly the chance of at least one winners is 46.2%, so a rollover is the most likely outcome by a small margin. If the clerk is competent they can probably do advance plays for specific days, within a limited range. Based on my limited experience I'm assuming what's allowed varies by game and by state. My actual experience is knowing that in PA you can play advanced draws for MM while skipping the first/next drawing (buy on Tuesday but play Friday and the following Tuesday for example) but you can't skip the first/next drawing when buying advance plays for PB. In glancing through that report, total sales on Fast Play for previous year was $149 million. Overall, they are returning a 20% payout margin, so going from that Fast Play brings them roughly $120 million a year. They keep around 80 cents on every dollar the players spend.
