Hmm. A couple of things wrong here... each member would have to pay a ( monthly fee ) To whom? In any case, I do believe this qualifies as a gambling ring, which is a federal crime. Good luck not dropping the soap. No money would be exchange for playing the tickets people would play on they own his share of tickets according to who will play what and will post the ticket played on the site, of course by joining the pool each member will agree to some contract rules.
