Oldham,I see your point, but think of it from D#'s perspective.He puts a lot of effort into churning out a great deal of winning combos. Then, someone takes his numbers, or takes variations on his numbers, and posts them as their own. If one comes in a winner, the fraud gets all the credit. Hmm. You are right about the Owner(s)and Clerk(s) possibly being related and the Owner/s not care about attempted Fraud from Customers for only $5 or $100. The thought of the Owner/s possibly being in on attempted and successful thefts cross my mind. But complaing to Lottery Corporate would definitely make Lottery Officials want to look into the store where Clerk/s try or successfully steal Lottery Winners from Customers.

Problems even AFTER signing Lottery ticlet? :/
On YouTube, IIRC, under a Video about Lottery, a Poster commented, I signed my Winning ticket, but my Friend, stole it, used White out and signed HIS name instead. I was furious! Hmm. Would a Winning Ticket still be paid out if someone CLEARLY used White out and signed it again? That would look like Fraud if I were a Lottery Staff Member...
