I get these fraud letters in the mail and i have got them in many emails. It's fraud if you didn't actually purchase a lottery ticket then by all means you didn't win.The only site i know that buys tickets for you is free lotto if you sign up for the offer. When the Mega or powerball jackpot reaches a certain level they offer a promotion.Still the operative word here is sign up.

Todd,it is difficult to believe that people fall for this scam but unfortunately it does happen. I have seen the e-mail you posted a few times already this year, it has been around possibly lot longer than that. Store owner to appeal jury's lottery decision
Litigation is not a lottery but advice to buy 52 tickets at a time to win 5.2 million when the cap is 1 million is fraud if I remember correctly. They are both idots and deserve the appropriate punishments. He only wins what he wins and the seller is charged with criminal fraud. Let the punishment fit the crime.
