Lottery Fraud??
Dateline's Chris Hansen did a story about possible lottery fraud in several states. Apparently, a number of retailers around the country are cashing dozens of winning 4/5 game tickets one after another. Either they're impossibly lucky or something more sinister is happening. I smell a rat!! You can see the story on Dateline's homepage. I'd post the link, but apparently it's against the rules.

Arkansas lottery retailers to be policed for fraud, officials say
The legislation laying the groundwork for Arkansas' lottery does not require it, but officials say they expect the lottery system to include a security division that will be on the lookout for fraud by retailers. Conditional Feedback
Doug, What do you think about, bundleing up your analysis and sending it to that Tennessee reporter? Maybe she will rethink their analysis about fraud. I, for one, believe there was fraud. No idea at all who was involved, but one or more people committed it. Even if no one played any numbers, there was fraud, when they claimed they ran tests and got doubles.

Lottery winner pleads innocent to ID theft, fraud charges
What is it, exactly, that would be a non-issue since it's still fraud? It sounds like you're suggesting that she would have been able to continue using the card, even though you agree that it's still fraud. That might be true, but if she was turned in by family members its not likely that the ticket had anything to do with it, unless perhaps they're foolish enough to think that they would become the owners. There's a chance that she could have continued to use the card and would have paid it off
