Through legislation, some states are requiring their lotteries to return 35% of their sales to the general fund. To do it, those lotteries will have to cut expenses, reduce the prize fund, or both. What they don't understand is that by reducing the prizes the total sales will drop. They will get the 35%, but the total could be much less than what they received from the 30% or less in the past. Which is better, 20% of $1 billion in sales or 35% of $500 million in sales?

We players often don't give our new software a real work out. We back test a few months and if nothing happens we toss it back on the shelf. I agree but often it's also the programmers who don't stick with software until something other than attracting new sales happens. That's the reason there are so many old programs that are no longer supported.
