History, The "Policy Racket", aka "street numbers".
Back in the days when this machine was built, there were no lotteries, they had the "Policy Racket". Or as many knew it as, the "Poor Mans Lottery". It primarily operated in the poor Latino, Italian, and Black neighborhoods. It started approximately in the 1890's and continued up into the 1960's.
