up to 91 numbers now in 35 wheels. Just deflated the list and took out dupes I did not see. Had 8 dupes

will tighten up on some with only two now. Just rearrangement a little bit. Get stuck with one number left over somewhere.

35 no match numbers are easier to track than 120 no match numbers.

Can have 5 wheels due which will only make about 15 three digit numbers

Will track about 30 to 35 wheels.

Workin on the code system for the 4 digit wheels.

have it worked for about 64 no match combos right now. in 24 wheels. Workin on tighten them up to get at least three combos per wheel. some have four now.

When doing wheels you have a lot of duplicate three digit numbers in the 4 digit wheels. Its all in how you create the 4 digit wheels to get max coverage per wheel for tracking purposes.

My primary focus are the combos containing the lowest digit in the number having the 0-1-2-3

these 64 combos of the 220 combos have a hit rate of About 45% of draws.
That is 82 hits out of 187 draws.

In four digit wheel configurations in the 3 game there are 210 possible no match combinations that can be made.
Working to get max 3 digit combinations in the 4 digit wheels down to about 30 or 40 four digit combinations

well that one came from my selection I had in my new system tracking. Found it in the root with 100% probality. The root does not match the list of three digit  numbers because of code entry.
This system is a 4 digit wheel tracking system. Working on finalizing the code entry. Each wheel will have differnt numbers by how I enter the drawn number wheel. Still working on wheel configuration.

As I see it this is the breakdown of leadership at the lower levels.
The first to take charge of a situation like this is the Mayor and police chief. They are the officals that needed to take immediate charge of evacuation from the city and to maintain law and order. They were the ones to gather the resouces from day one to evacuate and maintain order from whatever source necessary.
The next up was the governor of the state to quickly mobilize the necessary personnel.
