Here is a chart of the doubles 00 thur 44.  This is a list of the doubles that haven't been drawn in the longest time.  (2012 or earlier.)  The chart includes the 'sum' of each double.   The Date is coded.  D-12 is December of 2012.  This chart lists the doubles that have never been drawn.  The greyed out numbers have been drawn since I started this chart in Sept of 2015.  (S-15 is Sept of 2015.) 

The sums are color coded.  Blue is low sums.  Green is average sum.  Yellow is high sum.  There are 94 boxed numbers on my list out of a possible 360 boxed doubles. 

The California Daily 4 lottery game started in June of 2008.  Since that time - there are 13 sets of boxed doubles that have never been drawn.  All 36 sets of double 22's and double 44's have been drawn.  The double with the most undrawn sets is the double 66.  Double 66 is also the lowest drawn double in the history of the game.  (Double 44 and 99 are the most drawn set of doubles.)

The pair 56 hasn't been drawn in the last 30 days.  It has only been drawn twice in 60.  The average should be 6 in 60 days and 3 in 30 days. 

The double 11 hasn't been drawn in three months.  So, the double 11 is overdue. 

The double 00 hasn't been drawn in two months.  So, the double 00 is overdue. 

Since the 0 is due - the double 00 might be a good choice.
