It seems like one draw states are harder to come up with the winning number for both pick 3 and pick 4. I know there are alot of systems posted but mostly for two draws per day.

Why is it so hard to win on pick 3 and pick 4 in Wisconsin and all other 1 draw states ? Is there a way to narrow down the combo's ? Any ideas would be helpful . Thanks
