As with most repubs, Rand's assessment of Baltimore's problem is cursory at best. It's hard to see something when you can't relate to it. Most repubs can't relate because they are already bias, prejudice, sanctimonious, and have a dim view of blacks and minorities in general. It's hard for some to shake off their obnoxious personality when they deal with people of color. For every action, there is a reaction. Baltimore's problem is deeper and more complex than most repubs can realize. It's not that they can't...it's just that they don't give a pluck.
