This Cop never used proper protocol in addressing this situation. First, he never let Mr. Blakes, know who he was. Second, before you address any situation, you ask for Identification from individual. Third, There wasn't any reason to use force, he didn't show any signs of resistance. This cop needs to be re-trained or put in another position. Not a healthy situation for him to be carrying a weapon in that city under the pretense of a cop.
