No, you're missing the point altogether. The treaty deals with if "I'm" trying to deal guns from here to abroad to countries where there are bans on guns and laws preventing such dealing. There were loopholes which allowed 'villains' to get around certain things and transfer weapons. I can still go to the local gun shows and buy whatever the hell I want for whatever reason I want...and no one can stop me OR YOU from doing so. Buddy, Obama has been in office for nearly 8 YEARS and look at all the shootings, even mass shootings we've had, okay.
