I guess we all remember his last campaign, empty buildings, old trucks, garbage dumps.
It almost seemed liked he wanted the bad guys to not get hurt.

Not exactly, he was concerned about collateral damage that occurs after a bombing run. The goal is to keep it as low as possible in an attempt to not turn the people that's with us from turning against us.
