I'm not so sure the author didn't write that tongue-in-cheek...or maybe even biting his tongue (to keep from literally LOL) as he wrote it.

Uh, Biden is no Babe Ruth. Biden has been hovering, politically speaking, around the Mendoza Line for most of his career. A more apt comparison would be he's more like Bob Uecker; folksy, charming and likeable but not very talented and not too bright...a career .200 hitter.
