They should look at Venice and see how they survive their water problems.
Does not cost that much more to elevate a house when built in flood areas. I have worked building quite a few of them. Generally about eight feet off the ground. Then we used hurricane strapping and clips to hold from strong winds.
Besides that the lower ground level where there is no living space because of the piers have blowout walls between them. Also the lower level is used for a garage and storage.

Thanks JAP. Sounds like the design of "river houses" which are built elevated. Building codes and permits need to be revised.
