Other websites are reporting that it was more along the lines of "Not right now, but thanks." and it's due more to the logistics and storage of the materials than out and out turning their help down. I found "the other side of the story" from several U.S. sites, and the info. about Texans helping out the Canadians came from a Quebec newspaper's website. They didn't seem puzzled by the response from Pablo.
