Yep,
The Senate needs to clamp down on this 30 hour floor debate time also. As I understand it a Senator from the minority side are allowed two speeches with a 1 hour time limit for both. Plus they need to be a continuous debate during those 30 hours meaning the Democrats will need to come up with 30 Senators to fill that debate time. If they do not do so a vote on the nominee can be called. In some cases the debate time can be cut to 2 hours and the nominee voted on.
I watch c-span and the Senate floor just sits idle many hours during this debate time.

Thanks JAP. The particular candidate Franken was blocking is imminently qualified from all I've read. I'll bet those activist judges on the bench now were not stalled at all.
