One potential reason, is what if the relevant orbiting satellites were disabled - a exercise test to see how the USAF @ Nllis, Areas 51 & 52, etc would react & back up would function.

Good old maps, dead reckoning, compass, and land marks, the way it used to be done, too much reliance on tech..
